Full Scale Exercise

A full scale exercise simulates a real event as closely as possible. It is designed to evaluate the operational capability of emergency management and response systems in a highly stressful environment that simulates actual response conditions.
Full scale exercises include mobilization and actual movement of emergency personnel, equipment and resources. It coordinates the activities of several entities, tests several emergency functions and typically activates the Emergency Operations Center or other coordination center. All levels of personnel take part in a full scale including policy personnel, coordination personnel, operations personnel and field personnel.

The full scale exercise consists of:
• On scene action and decisions
• Simulated victims
• Communication plans
• Equipment deployment
• Actual resource and personnel allocation
